What is CUI / CIF?

CUI (Codul Unic de Inregistrare) is the fiscal identifier ANAF assigns to every Romanian legal entity. For VAT-registered companies it is prefixed with "RO" and called CIF. Same number, same company — the RO prefix only signals VAT registration.

How do I check if a company is VAT-registered?

Enter the CUI in the validator. If the result shows "VAT payer" and a VAT start date, the company is registered for VAT with ANAF. "Non-VAT payer" means the company does not collect or deduct VAT.

What is the difference between active and inactive CUI?

Accepted Answer

A company is "active" while it operates and files its tax returns. It becomes "fiscally inactive" when ANAF flags it (typically for missing filings or absence from the declared address). Transactions with inactive companies are risky — VAT is non-deductible and the expense may also be non-deductible for income tax.

What does "fiscal inactivity" mean?

Fiscal inactivity is an ANAF sanction for companies that fail to meet declarative obligations or cannot be located at their declared address. The company still exists legally, but cannot issue or receive VAT-deductible invoices until it is reactivated. ANAF publishes the full inactive list, updated continuously.

Can I use this validator before issuing an invoice?

Yes — it is recommended. Verifying the CUI before issuing confirms the exact legal name, address, Trade Register number and VAT status. ANAF data takes precedence over what the customer tells you.

How often is the data refreshed?

Accepted Answer

The validator queries the official ANAF web service (PlatitorTvaRest) in real time. Data reflects the most recent state in the ANAF registry, refreshed daily by the institution. To protect the service, individual results are cached for up to 24 hours.

Does the validator require an account or payment?

Accepted Answer

No. It is free, public, and requires no account. For programmatic CUI lookup (e.g. from your own ERP), Storno exposes the same check via its API and MCP server alongside the rest of the billing flow.
